The theme is a combination of 4 wallpapers, inbuilt sound scheme Festival. All four wallpapers have different Windows flag color with tag line ‘I’M Windows 7 PC’ and mark of ‘7’.
The background is set to change every 30 mins to a different colored wallpaper, but you can change this to your liking:

I’m using these wallpapers right now and I got to tell you they looks fabulous on my Windows 7 Ultimate PC.
Suggestion to windows . If there is not already a button to convert text from capitals to normal text there should be. Numerious people I know are for ever typing mails ect and get half way through only to find they have left the cap lock on. Windows should look at having a button that could convert all the text back to normal with out deleting.
If there is such facility which button is it.
If you like to change the CAPITAL text, just highlight the text with your mouse and press SHIFT+F3 Easy as it is…..
