If you use CCleaner there is a setting that is not compatible with Windows 8 and will delete the files PC Settings.lnk, Remote Desktop Connection.lnk and Store.lnk.
The fix….
Open CCleaner and uncheck that box for start menu shortcut
Then…

1. Go to bottom left corner and left click. Click on command prompt (Admin)2. Once Command Prompt is open, type the following command and then press Enter : sfc /scannowNote: There’s a space between sfc and /scannow.3.System File Checker will now verify the integrity of every protected operating system file on your computer. Wait 15-20 minutes until it’s all done.4. Restart your computer if sfc /scannow did actually repair any files.Note: System File Checker may or may not prompt you to restart but even if it doesn’t, you should restart anyway5. Repeat whatever process caused your original problem to see if sfc /scannow corrected the issue.
I have noticed Uniblue SpeedupmyPC does the same.
