While both monitors are installed, and while printers and scanners are installed?

The more devices you have attached when you install Windows, the more devices will be installed then, if possible – Adding them later simply means that windows will need to install the driver before the piece of hardware becomes usable.

I would say then that in real terms, it doesn’t matter. As long as you have all components attached that Windows will require to function (Obvious things like hard drives), there is no difference to adding the other hardware later.
